尊敬的主席先生,尊敬的各位领导,尊敬的嘉宾及代表们,女生们、先生们:
今天上午,做为水泥行业可持续发展倡议行动组织CSI主任,有机会在2013中国国际水泥峰会上发言,我感到非常荣幸。
我要向给予我此次机会的组委会表示感激之情,并且同时感谢中国水泥协会,在我准备这次演讲中所给予的帮助及支持。
去年,也是在北京这个盛会上,我有机会与诸位讨论水泥行业正在面对的挑战,即适应社会日益增长的,以可持续方法生产水泥和混凝土的需要。我非常高兴在会议网页中读到“可持续发展”仍然是此次会议的主题。
可持续发展应被视作一个长期的,在前进中逐步学习的过程,不断进步是前进的唯一办法。定义和实现并且达到真正成功是一个非常宽广和综合的策略。它需要通过各公司的合作,并结合私营公司的个体承诺;也需最大地利用不同行业,地方和国家政策制定者及整个社会协助而实现。
CSI,一个国际CEO领导的项目,在国际可持续发展商会的资助下成立于1999年。她是一个聚集了水泥行业在可持续发展过程中必须的领军专家和经验的国际商业平台。他们来自于世界范围的24家公司(包括中国的5家),并在世界100多个国家有过实战经验,CSI公司代表了当今世界三分之一的水泥生产,并且我们在可持续发展所做的工作,已经日益被视做重要的行业参考。
在这个过程中,这些年一些专业不断取得进步,中国的水泥行业为整个提升做出了巨大的贡献。例如,替代燃料的使用被认为是水泥生产减少耗能及CO2排放的重要的杠杆之一,非常重要的是确保在各个国家和地区的潜能运用到实际中去。去年,一个由40位中国代表组成的代表团参观了CSI在欧洲的水泥工厂。在这些工厂里,协同处理技术被采用并且对提高经济和环境效益做出了贡献。在这次考察中,组织了一次信息和经验分享活动,使中国增长了这方面的能力,并使中国企业认识到当地的背景条件。之后,第六届CSI年度论坛在2012年9月于广州和北京举行,论坛焦点即在于协同处理实践及政府政策。届时全世界150多名专家共同探索如何在中国市场运作务实的操作策略。
同样类型的协作能力培育将在生态多样性和生态系统保护问题上进行。从今年晚些时候的一个内容丰富的论坛开始,中国代表将有望出席将在2014年秋天于哥伦比亚举办的,有着共同生态环境管理议题的CSI第八届论坛。我们希望被认为此议题的重要成员-CSI中国成员的强烈参与。
在CSI中国成员和中国水泥协会正在积极工作的,紧贴CSI主旨的四个议题中,协同处理和生态多样性这两个议题我认为是重中之重。稍后几分钟,柯立华博士将就此方面给大家做详细介绍。
CSI众多成功之一不仅仅是管理其成员的行为和产品目前所造成的环境问题,而且还能预测其利益相关者的未来期望。
例如,考虑到在建设环境(房屋及基建)使用水泥和混凝土所造成的影响及利益,正日益成为建筑者、发展商和建筑企业在寻求可持续原料时考虑的核心内容,所以水泥行业考虑到影响企业发展的“瓶颈”问题是非常重要的。在这个进程中,世界的每个部分都能够以其自己的速度前进,但是每个人需要得到正确的信息来决定这个进展速度。出于此目的,今年CSI的年度论坛将于10月1-2日在加拿大的温哥华举行,议题将集中在可持续建设及世界各国相互学习经验方面。
水泥是混凝土的重要成分,使其满足人口持续增长及日益城市化的社会需要是非常重要的。然而,这是一个高耗能行业,因而水泥行业承担着巨大的检测及报告其CO2排放的责任,并且也需鉴别将在未来为减低这种负面影响作出贡献的技术杠杆。如大家所知,CSI已经制定了第一年的报告制度。中国做为CSI的成员,将在2013年首次报告其耗能及CO2数据。这是中国对履行CSI的行动及承诺所做贡献的里程碑。在报告中的可测及证实的数据将在未来被充分利用,并且我们希望紧密合作并在此方面支持中国水泥协会的工作。
这些天在北京的第13届中国国际水泥工业展会,展示了中国技术是怎样非常有效地促进了可持续发展,这也是第14届会议的重要议题。在接下来的三天,一些对未来水泥及混凝土行业的解决之策将在这里被提出。并且,我强烈相信业界,个体及集体都应相信其是可持续发展之路上的有效策略。

Mr. President, Mr. Chairman, Distinguished officials, Honored guests, panelists and delegates, ladies and gentlemen.
It is a great honor and a real pleasure for me, as Managing Director of CSI, the Cement Sustainability Initiative, to have the opportunity to address the 14th China International Cement Conference this morning.
I would like to warmly thank the organizers of such an important event for giving me this opportunity and also thank the China Cement Association for the great coordination and support I was given, in preparation of this intervention.
Last year, during this same event, here in Beijing, I had the opportunity to discuss with you the challenges that our cement industry is facing, in order to accommodate for the social imperative to match the growing demand for cement and concrete while producing and delivering it in a sustainable way. I am very happy to read that “Sustainable Development remains the pivotal theme of this 14th session”, as indicated on the Conference’s web site.
Sustainable development can be considered as a long, “learning-by-walking” journey, for which continuous improvement is the only way forward. It is such a broad and complex strategy to define and implement that, to achieve a real success, it needs to combine the individual commitments of private companies with a collaborative approach between companies, but also across different business sectors together with local and national policy makers and the society at large.
The CSI, an international CEO-led program initiated in 1999 under the auspices of the World Business Council for Sustainable Development, is the international business platform that gathers appropriate expertise and experience to be your guide, as the cement sector, in this journey. Grouping now 24 companies worldwide (including 5 in China) and having operations in more than 100 countries, the CSI companies represent today about one third of the worldwide cement production and our work in the field of sustainable development has increasingly become considered as a reference for the sector.
In that journey, some major steps forward have been achieved over the past year and the cement sector in China has greatly contributed to this overall improvement. As an example, as the use of alternative fuels is identified as one of the key levers to reduce the energy consumption and the CO2 emissions from the cement manufacture, it is important to make sure that the existing potentials in various countries and regions are brought to reality. Last year, a delegation of about 40 Chinese members visited some cement plants from CSI companies in Europe where co-processing is used and contributes to improve the economic and environmental performance of the process. A good information- and experience-sharing exercise was organized through this visit, building greater capacity in China and identifying the different local context conditions. Later on, the 6th annual CSI Forum was organized in Guangzhou and Beijing in September 2012, focusing on co-processing practice and government policy. It brought together more than 150 experts from all over the world to collectively explore how to apply a pragmatic solution to the Chinese market.
The same type of collaborative capacity-building process will be carried out now on the issue of biodiversity and ecosystems protection. Starting by an informative forum later this year in China, a tour for Chinese delegate is envisaged for next year in 2014 and the 8th CSI Forum will be hosted in Colombia in the fall 2014, on the same overall theme of eco-systems management. We expect a strong participation of CSI Chinese members who have identified this issue as a key one.
The two subjects I have chosen to highlight, co-processing and biodiversity are two of the four main themes that the CSI members in China and CCA are actively working on through four Task Forces which follow the CSI themes. Dr. Howard Klee will give you more details about these work streams in a few minutes.
One of the successes of CSI is not only to manage the current environmental impact of the activity and products of its members but also to be able to anticipate on the future expectations of its stakeholders.
For instance, considering the impact and benefits of the use of cement and concrete in the built environment (building and infrastructure) is becoming increasingly at the heart of the choice of architects, developers and builders when looking for sustainable materials. So it is important for the cement sector to look beyond the end-door of the cement plant. Each part of the world can move forward at its own speed on that process but everyone needs to get the appropriate information to identify that moving speed. On that purpose, this year’s CSI Forum will be organised in Vancouver (Canada) on October 1st and 2nd, focusing on sustainable construction and learning from different experiences in various countries worldwide.
As cement is the main component of concrete, it is key to meet the societal needs of a world in which the population keeps increasing and is more and more urbanised. However, it is a very energy-intensive industry and as such, the cement sector has a huge responsibility to measure and report on its energy and CO2 emissions and also to identify the different technology levers that would, in the future, contribute to reducing this overall impact. As you know, CSI has developed a common protocol of reporting and for the first year, the Chinese companies, member of CSI will report their energy and CO2 data for the first time in 2013. This is a key milestone in the Chinese contribution to CSI activities and commitments. This process of reporting measurable and verified data will need to be extended in the future and we hope to work closely and support the efforts of CCA in that respect.
The 13th China International Cement Industry Exhibition, these days, in Beijing, demonstrate, how Chinese technology can be very helpful in driving the agenda of sustainable development, one of the pivotal themes of that 14th session. Some solutions for the future of cement and concrete industries are displayed here, over the next three days and I strongly believe that the sector can be confident about its capability, individually and collectively, to be part of the solution on its way towards sustainable development.
